In hotels, it is very likely that gratuities are placed on a paycheck - and taxes and tipouts are taken out. Hotels don't take a further cut of the gratuity.
My guess is that the check was photocopied simply because it was noteworthy customer, and the fare was rich.
What reason do you have to believe otherwise?

I know this doesn't happen at Denny's, but in hotels and many restaurants, there is no voluntary element to gratuities. The service charge is simply itemized on the bill. That is a way to ensure that employees are compensated as expected. Whe a hotel has a big service staff composed of everything from busboys to porters to servers, the gratuities are split to varying degrees and parceled out. You can't have folks stiffing the staff, or a lot of folks don't make money - and then the service suffers along with the reputation of the institution. While I recognize that service charges and tips are indeed different things, I think that in practice, hotels and restaurants do not "pocket" the charge. It would be impossible to staff a place like the Waldorf Astoria were that the case, because the only folks that would work there would be desperate, or as you say, "wetbacks".
