To answer your question, it’s the wrong question. We care about authenticity not chain of custody. Like an art piece or a baseball card or a coin. Don’t care where it’s been only care if it’s real. At least if you are implying that mail in ballots are some how compromised. If you mean like what happens with a vote once it’s in some voting machine, I have no idea. It’s probably rigged.
