Defensive holding is a judgement call. Not knowing the fucking rule book has nothing to do with judgement. I can assume that the NFL rule book reads like both testaments to the bible, so I can imagine a thing or two can trip them up, despite it being their job.

Oh wait.....you mean this is their other job?
