Rule 11(b)(3) says there has to be a factual basis for the plea which means that there is corroboration as least as to the Dedendant.
As far as mens rea; the difference between a felony violation and a civil violation is knowledge of the violation.

Social Security could be handled with about a 1/10th of its current staff. Much of it could/should be automated. Paper checks shouldn’t be issued.
National parks could be run under a sort of trust. Allow us to make donations which offset some of our tax burden which would go to fund said trust. Then when the trust reaches a point where it is self sustaining it can operate independently.
The DoD needs a 20% cut tomorrow. If that means the civilians get cut, so be it.
The FAA is a mess. TSA is worse and all should be fired tomorrow and private contracts issued to handle security. NTSB isn’t on the shutdown list from what I understand.
