When did Chauncey Billups get a big shoe deal?

I mean, that's the only explaination as to why the refs let him push-off on his opponent every single time he gets anywhere near the paint.

That's how it works, right? The bigger the shoe contract, the less fouls the refs call on you?

And the NBA wonders why their ratings go down every year.
