No, it is cut and dry. Did the tackle cause the players legs to buckle? If so it is a foul. Has little to do with there the tackler grabbed the ball carriers jersey.

Take your shit up with the coaches. They write the rules and make the annual changes. The horse collar rules is courtesy of OU and Roy Williams. Dude broke legs on multiple players and caused a few knee surgeries and coaches reacted.

All players are prohibited from grabbing the inside back collar of the shoulder pads or jersey, the nameplate area, or the inside collar and/or the side of the shoulder pads or jersey, and immediately pulling the ball carrier down. This does not apply to a ball carrier, including a potential passer, who is inside the tackle box (Rule 2-34). Note that the tackle box disintegrates when the ball leaves it.

You don’t have to like it but the pulling immediately down has been interpreted to mean did the ball carriers legs buckle.

Further your sleeve is called out specifically in the rule.
