We kicked adoption around, but never got too serious about it. We both travel a lot for work. With a kid, both of us would need to move into different rolls since kids need both parents. We also decided it wouldn't be fair for one or the other to give up their career and the other stay home. So...

God gave the Word to be fruitful and multiply two times.

To Adam (Genesis 1:28): Adam was sinless and in a state of being in the full and glorious image of God. At that time, God gave the Word to be fruitful and multiply.

To Noah (Genesis 9:1,7): Noah had just come before God with a blood sacrifice and he was in a state of being sinless before God. At this time, God told Noah to be fruitful and to multiply. God established His Covenant with Noah at this time.


To multiply means just that.
Make more of... you.

But realize the state of both of the "you" folks to which this was directly spoken.

God gave no directive on how many multiplications need to take place.
But many offspring is seen as a blessed thing -- Psalms 127:3-5.


Certainly we see Commandment #6.
Thous shalt not kill.

Killing a fetus is killing.
It is most definitely life.

God formed this life. He knows the life in the womb. Life is precious and is of God.
Jeremiah 1:5, Isaiah 44:24, and others.


Stopping conception is not killing.

Your question is sort of on the right track.

Here...


God's Word is the Word of creation and it is always perfectly fulfilled.
So let's take it from beginning to ending, 1, 2, 3.

1) Genesis 1:27-28 - (to Adam, sinless) be fruitful, multiply, and have dominion over everything on earth ----> 2) Colossians 1:22 - (to those who are in Christ) we are holy and blameless before God -----> 3) Revelation 11:15 and Revelation 5:10 - (to those who are in Christ) the kingdoms of the world belong to Christ and those who are redeemed by Christ, where we shall reign (have dominion) for ever and ever. Christ, and those in Christ, will eternally fulfill the Word (have dominion) God spoke to Adam (and Noah).

Those who are outside of God's Word are already out of the above fulfillment.
They can easily get IN, and I hope they do.


God's Words to Adam and Noah (both sinless -- or redeemed in the case of Noah) were to be fruitful and multiply.

"Produce offspring who are also within My Covenant," is a paraphrase of God's Words to Adam and Noah.


To directly answer your question, God's Words to Adam apply to all of humanity, because Adam was humanity's representative.
He was our human father.

The commandments you cited are part of God's Law.
No, there are no exceptions to God's Law.

Sinners will be judged by the Law. Romans 2:12.

But Christ is the end of the Law for righteousness for those who will simply believe in Him. Romans 10:4, Romans 8:4.
Believers in Christ will not be condemned by the law.
We are free.


Do you know what God's first Law was?

Genesis 2:17.
You will surely die.
But Christ came to undo that.
Romans 8:2.


God's Commandments (Law) was given so that the Jews could be blessed, maintained, and produce the Messiah.

That Messiah has most assuredly come.

I don't know that anything represents the decline of America more than the state sanction of large-scale barbaric slaughter of innocent life.
