Exactly. Underneath the big picture lies the premiss as to who pays for it all. When most public jobs are now a 2.0 multiplier of wages, no business or agency can operate at that cost, and function efficiently. For that you should be graduating 85% of the kids on time with soild college or secondary tech training skill.
