While I knew that spending on Social Security dwarfs just about all other spending ($900B last year), I figured the question was a trap because Social Security is not part of the annual appropriations bills, which deal with discretionary spending, and also because Social Security is supposedly fully funded by payroll taxes and not by revenues raised from other sources. So I picked service on the national debt, which was about $250B last year, and much larger than transportation spending ($26B) and foreign aid ($38B) last year. But the correct answer was Social Security spending, and thus I got an 11.

SS actually has a $2.6 trillion (yes, trillion) balance in the "trust fund" as of 2010 and only started running deficits relative to non-interest income (around $45-$50 bln/year) in 2010 or 2011. Doesn't mean the money is actually there though.
