Justice Department officials on Friday announced that 3,100 inmates are being released from federal prisons across the country because of a change in how their good-behavior time is calculated — a significant step, they said, in the implementation of a new criminal justice reform law.

The announcement came at a news conference to discuss the Trump administration’s progress on putting into place the First Step Act, a criminal justice bill President Trump signed into law in December. Officials also announced they were redirecting $75 million in funding for fiscal 2019 to help with implementation of the act and instituting a new system that will assess inmates’ risk of reoffending and provide tailored programming that could help them get out earlier.

“The department intends to implement this law forcefully, fully and on time,” Deputy Attorney General Jeffrey Rosen said.

What the First Step Act achieved

More than 3,000 inmates have been released and another roughly 1,700 people convicted of crack cocaine offenses have seen their sentences reduced thanks to the First Step Act, according to data from the Federal Bureau of Prisons and the U.S. Sentencing Commission. Some of that activity stems from a 2011 change made by the federal sentencing commission affecting people convicted of certain drug crimes and a provision of the First Step Act. That provision made the sentencing guidelines of the Obama-era Fair Sentencing Act of 2010 retroactive.

The majority of those released under both acts have been black men, the group which the "war on drugs" campaign of the '70s and '80s effectively targeted.

DOJ says proper start is 36-47 months, not what original memo suggested. Ultimately, they left the sentencing to the judge, who will make the call regardless what the DOJ says. But you still haven’t answered why you think Roger Stone should do 9 years in the pokey for things that Comey, Clapper and others did while receiving a taxpayer check.
