Why are pix smaller after download?

OK, I took some pix on my phone (EVO 4G LTE) and downloaded them to Windows Live Photo Gallery. Some pix are at 3264 by 1840 pixels when I view them. However most are only showing
177 by 177 pixels. WTF? How do I fix this? Why are some reduced and not all?
