Hospitals, hotels, Javits Center, hospital ship, etc. All were empty. And much, much safer than piling infected people into unsupervised and ill-prepared facilities filled with COVID-19's high risk group. But even if you did not send the infected to those obvious alternatives, the State could have provided the nursing homes with the appropriate equipment and verified the sanitation of the facilities before ordering the infected back in. NY didn't do that for some stupid reason, and thousands died. And it isn't like the stupidity of the decision wasn't recognized the instant it was dictated by Cuomo. He did it in spite of the dire warnings of people with functioning brains.
