Hi EAP, water still needs to be treated. And when fishery season hits, the fisheries and boats are given precedence over residential access to water... at least in the region I was in before.

Power outages and no access to running water on a rolling basis can be normal. Nepotism, graft and the inability to find someone locally who can pass a drug test/breathalyzer who still would want the job are more normal.

Got additional filters last night. I pay out of pocket for filters and bottled water up here; the water treatment here is actually good, better than many; but the pipes in this building are old.

I already did. I also got my fed refund back.

But I have NOT received my DC refund back. They're usually pretty bad about it, usually 4 weeks to get it, but i just passed the four week mark and I'm pretty pessimistic about getting my DC refund back, even though city finances have been A+ for a decade and their bond rating was specatcuarl. As you know, everything has changed.
