Have a close friend who is a former SWAT guy from Nawlins but lost his job after Katrina when they scaled back... really nice guy, dumber than a box of rocks though. Only anecdotal.
Too many under qualified police officers in modern society, which is why I wince at all the police chiefs saying they're hiring for if people want to change the way communities are policed. I'd prefer fewer badges on the streets if more of them were honestly qualified to do the job.
