Just ran into something similar with 2008. may have to do with the fact that you are logging in with Admin privileges. Try to disable UAC and see if that fixes the problem.

Here are the steps to disable it:

I have verified the Key Fob thing with your Chin. Definitely improves the signal. Now it doesn't really double the distance but if you are just a little past where the key works, it will make it work.
