I solved it. It was a process in the busiest SVCHOST that was causing it. I disabled just one of them that was obviously not necessary, and it worked. It now shuts down normally. Questions:

1 Does anything else besides changing the workgroup name have to be done?

2. Why am I able to see the shared file folder on this computer that is in a different workgroup?
